Player Rotation & Playing Time Policy
Please note that our club has and is committed to a full rotation of positions policy for U9 – U12 age groups, and an equal time policy for every team. U9-U12 all players are to be rotated through all positions, however some coaching decisions are allowed to ensure the safety of smaller players. U9 - U13 all players are to receive equal playing time, as of U13 (transitional year) the players can be played in designated positions but all players are to receive equal playing time. U14 onwards player positions and playing time are at the discretion of the coach to reflect the more competitive nature of the game at this age level. However the club encourages and would always expect a level of fairness to be displayed across all age groups including those through U14 to U17. In the U16 to U17 teams in particular, it is acknowledged that winning carries greater importnace for the participants and coaches at these levels will be encouraged to win games whilst retaining due recognition for the policy of fairness.
Age Group's U/12 & below In these age groups, the emphasis is placed on participation and enjoyment. Additional goals are the acquisition of football skills and the nurturing of physical and emotional development and well-being. League policy allows for 25 players to play in U9-12 age group matches. The Club expects that all players are given equal playing time and be played in all playing lines, with the specific position within the playing line being subject to body size. The playing lines are: Full Back Line, Half Back Line, Centre Line, Half Forward Line, Full Forward Line, & Followers. The Coach should keep a record of how many quarters a player has played along with the positions played. The above policy will apply up to, & include, the end of season Lightening Premiership for U9 and U10 teams. Where U11 & U12 teams are playing finals the Club expects that each player will be guaranteed a minimum of 2 full quarters. Positional rotation is at the discretion of the Coach, however in the opinion of the Committee it would be preferable for full rotation and equal playing time to take place. Age Group's U/13 through to U/17 The Club aspires to provide players the opportunity to play in the highest level within the league. A greater emphasis is placed upon individual and team performances. Our league policy allows for 25 players to play in an under-age match in these age groups. The Club expects that all players play a minimum of 2 quarters a game as far as practicable. Coaches must endeavour to provide the maximum number of players to participate. Player positional rotation should take place to a large extent in U13’s as a transitional year however no positional rotation is required from U14’s and above. Players from younger age groups may play in an older age team (“playing up”) at the express invitation of the older age team’s coach or team manager. This invitation is to be made on a weekly basis. Players having played up one week MAY NOT automatically assume they are invited to play up the following week or the rest of the season. It is incumbent on the coach and team manager to ensure playing up is by invitation only on a week by week basis. The coach and team manager should only invite players to play up on a weekly needs basis and numbers invited should not be detrimental to the playing time for players registered to play in the older age team. The coach should only invite enough players to play up to bring the team’s total match players up to a maximum of 21. Players having not been invited and in need of confirmation should contact the coach or team manager of the older age team prior to match day to confirm their possible requirement.
When inviting younger age players to play up it is incumbent on the coach of the older age team to communicate to the invited player(s) and their parents how they will be utilised in the match. Invited players are reminded they are being requested to help out AS REQUIRED, and not necessarily to receive the same game time they might in their primary team. Inviting coaches are reminded playing up players are doing so to ensure the older age team remains competitive on match day and may be required to be called upon again during the season. As such it is expected the coach having invited players to play up effectively utilises them. Players playing up may only play for one older age team in any age level. For example an U10 player may not play up for both U11G & U11M. Players for Murrumbeena Junior Football Club are only entitled to receive club best and fairest votes from matches played for their primary team. As such, players playing up should not be awarded best and fairest votes for the older age team’s match. Parents contributing to the awarding of votes for the older age team’s match are to be reminded of this requirement. It is a MSJFL requirement that players playing up will only qualify to play in finals for the older age team if they have played a minimum of one full quarter per match for at least four regular season matches. Note: byes do not count as a credited match. In addition to the league requirement, the Murrumbeena Junior Football Club policy is that the player playing up will play the equivalent time throughout the match of at least 2 full quarters of that match. This will not necessarily be 2 full quarters in their entirety but built into the team rotations as required. These playing time requirements will ensure players invited to play up are done so on a genuine needs only basis. It is also club policy that utilising players from younger age teams shall not be detrimental to the playing time of the primary players registered to play in the older age team. These primary players are to be rotated on/off the interchange bench throughout the match to ensure they are given equal (U9 – U13) / fair and reasonable (U14 – U17) game time, and the rotations should not be limited to the end of quarter breaks. Please note the U9 team placement criteria outlined below is generally applied:
The main criteria are player safety, player well being and team stability. There is no deliberate attempt to group players primarily by school although this has some impact due to friendship group. Primarily due to player safety as the player progresses through their junior football career, players are required to play in their correct age group. Age group is determined by the player's age as at 1st January. Extenuating circumstance will be considered by the committee on application to the Registrar. Also due to player safety and team stability for progression through to U10s, the older boys in their last season of U9s are generally grouped together. The players who are eligible for 2 seasons of U9s are also generally grouped together. For player well being, the club also likes to consider friendship groups however to play with the entire group of school friends is generally not possible. The club environment fosters the building of enhanced friendship groups throughout the whole club community and is not focused entirely on a school based criteria. Both U9 teams are graded by the MSJFL at an appropriate level to ensure they are playing against teams of similar ability, hence underpinning the concept of player safety and well being, i.e. in all likelihood the younger group will be graded to play in one of the lower grades each year and then move into a higher grade in the subsequent U9 year. The club values your understanding of this process and please advise the club Registrar if you have any serious concerns that the club should consider. Racial & Religious Tolerance Policy
Section 1: Commitment
The Murrumbeena Junior Football Club Inc is committed to an environment which promotes racial and religious tolerance by prohibiting certain conduct and providing a means of redress for victims of racial and religious vilification and/or racial discrimination.The Club is bound by the Racial and Religious Tolerance Act 2001 (Vic), the Racial Discrimination Act 1975 (Cth), and the Equal Opportunity Act 1995 (Vic) (the legislation). This Policy is consistent with the legislation and the Australian Football League's Rule 30 and the Victorian Football League's Rule 7.3. This Policy is not in substitution of the legislation. The Club will ensure that this Policy is communicated to spectators and participants of the Club. It will also ensure that participants of the Club receive anti-racial and religious vilification and racial discrimination training on an annual basis. Nothing in this Policy prevents a person lodging a complaint in relation to racial and religious vilification and/or racial discrimination under the legislation. In the event a complaint is made under this policy the Club shall ensure that the parties are informed of their rights. In this Policy- "complaints process" means the procedure outlined in sections 6, 7 and 8 of this Policy. "Club" means any football Club that is a member of the Moorabbin Saints Junior Football League. “engage in conduct” includes use of the internet or email to publish or transmit statements or other material. "League" means the Moorabbin Saints Junior Football League. "detriment" includes humiliation and denigration. "discrimination" means for the purpose of this Policy, conduct based on a person's race, religion, colour, descent or national or ethnic origin. Discrimination may be direct or indirect. Direct discrimination means treating or proposing to treat another person less favourably on the basis of a person’s race, religion, colour, descent or national or ethnic origin. Indirect discrimination means imposing or intending to impose a requirement that a person of a particular race, religion, colour, descent or national or ethnic origin cannot comply with, but which a higher proportion of people without that attribute (or with a different attribute) can, when it is not reasonable in the circumstances to do so. "participant" includes a player, director, officer, employee, volunteer to and agent of a Football Club that participates in the League. "spectator" is a person that attends a football game or event conducted by a Club or the League. Section 3: Prohibited Conduct 3.1 Racial and Religious Vilification No person in his/her capacity as a spectator or participant in the League in the course of carrying out his/her duties or functions as or incidental to being a participant in the League shall engage in conduct that offends, humiliates, intimidates, contempts, ridicules, incites, threatens, disparages, vilifies or insults another person on the basis of that person's race, religion, colour, descent or national or ethnic origin.3.2 Serious Racial and Religious Vilification No person in his/her capacity as a spectator or participant in the Club in the course of carrying out his/her duties of functions as or incidental to being a participant in the Club shall intentionally engage in conduct that he/she knows Is likely to incite hatred against another person, or threaten physical harm or incite hatred in others to cause physical harm to a person or to a person's property because of that person's race, religion, colour, descent or national or ethnic origin.3.3 Racial and Religious discrimination No person in his/her capacity as a spectator or participant in the Club in the course of carrying out his/her duties or functions as or incidental to being a participant in the Club shall engage in conduct that discriminates, directly or indirectly against another person on the basis of that person's race, religion, colour, descent or national or ethnic origin.3.4 Victimisation 3.4.1 No person in his/her capacity as a spectator or participant in the Club in the course of carrying out his/her duties or functions as or incidental to being a participant in the Club shall victimise another person. 3.4.2 A person will victimise another person (the victim) if: (a) the person subjects or threatens to subject the victim to any detriment because the victim (or a person associated with the victim) intends to or has lodged a complaint in contravention of this Policy; or (b) the person assists, requests, induces, encourages or authorises another person to subject the victim to any detriment because the victim (or a person associated with the victim) intends to or has lodged a complaint in contravention of this Policy. Section 4: Authorised Persons 4.1 The Club will appoint a Complaints Officer (the Club’s Complaints Officer) to ensure that any breach of this Policy is responded to in an equitable and prompt manner. The President of the Club (the President) is the senior decision-maker in the Club's Complaints Process. Therefore, should the President be absent for a significant period, he/she must nominate a person to act on his/her behalf should the process need to be enacted. Section 5: Confidentiality and Records Confidentiality must be maintained throughout the complaints process. All parties to a complaint, the President (or Delegate), the Club’s Complaints Officer, any witnesses and the Conciliator must all agree, in writing, to the maintenance of confidentiality. No person involved in the complaints process shall publicly comment on any aspect of the complaints process without the prior written agreement of all parties. 5.2 The Club shall ensure that any documents relating to a complaint shall remain confidential and be retained for 7 years from the date that the complaint is made. Section 6: Inter Club Breach of the Policy In the event that it is alleged that a spectator or participant from another Club has contravened this Policy: 6.1 an Umpire, spectator or participant of the Club may by 5.00pm on the first working day following the day on which the contravention is alleged to have occurred, lodge a complaint in writing with Complaint’s Officer of the Club; 6.2 the Complaint's Officer of the Club where the complaint was made shall, by 5.00pm on the next working day following the day that the complaint was lodged with the Club, lodge the complaint with the League's Complaints Officer; 6.3 the Club's Complaints Officer will take no further action once the complaint has been lodged with the League unless otherwise instructed by the League's Complaints Officer. Section 7: Intra Club Breach of the Policy In the event that it is alleged that a participant of the Club has contravened this Policy an umpire, spectator or participant may by 5.00pm on the first working day following the day on which the contravention is alleged to have occurred, lodge a complaint in writing with the Club's Complaints Officer. Section 8: Management of Intra Club Complaints The Club's Complaints Officer shall: 8.1 make every effort to ensure that: confidentiality is maintained at all times during the complaints process and that the outcome of the complaints process remains confidential; any breach of confidentiality is referred to the Moorabbin Saints Junior Football League’s Tribunal no later than 5pm on the next working day following the day that the breach was discovered; 8.2 inform the person alleged to have contravened the Policy (the respondent) of the complaint and provide the respondent with an opportunity to respond to it; 8.3 inform only the President of the Club or Nominee, that a Complaint has been received by the Complaints Officer; 8.4 obtain written statements from any witnesses identified by both parties to the complaint; 8.5 where available, obtain any other evidence; 8.6 arrange for the complaint to be conciliated, by an independent conciliator agreed upon by both parties; take all steps necessary for the complaint to be conciliated within 5 working days from the day on which the incident is alleged to have occurred; 8.8 refer the complaint to the League's Tribunal: 8.8.1 when the complainant informs the Complaints Officer that the matter has not been resolved through conciliation. The Complaints Officer will if requested by the complainant, take all steps necessary for the complaint to be referred to League's Tribunal within 5 working days from when the conciliation failed; 8.8.2 directly when a respondent has previously taken part in conciliation as a respondent of a complaint; 8.8.3 when both the Club's Complaints Officer and President have determined that the complaint was lacking in substance and was made vexatiously; 8.8.4 when both the Club's Complaints Officer and President determine that under sections 24 or 25 of the Racial and Religious Tolerance Act 2001 (Vic) the complaint could be considered as "serious", he/she will take all steps necessary for the complaint to be referred to the League's Tribunal within 5 working days from the day on which the incident is alleged to have occurred; 8.9 ensure that any time limit referred to in this Policy may be extended by the Club if in the opinion of the President of the Club it is just and equitable to do so; ensure that where a matter is resolved by conciliation the only public statement that shall be made shall be agreed to by both parties to the complaint and the Club's President and that the terms of any settlement are finalised to the satisfaction of the complainant and respondent and signed by the parties and the conciliator. Section 9: Club's Liability The Club may be vicariously liable for conduct engaged in by a participant which if found to have contravened this Policy, if the Club is unable to establish that it took reasonable precautions to prevent the participant from engaging in that conduct. Section 10: Monitoring and Review of the Policy The Policy will be monitored on an ongoing basis by the Club's Committee. Section 11: Policy Commencement This Policy was passed by the Club's Committee on 28th April, 2010 and will take effect immediately.

The Murrumbeena Junior Football Club currently holds Level 2 accreditation with the Victorian State Government’s “Good Sports” Club program. “Good Sports” is a program for sporting clubs to look at how they handle the use of alcohol within their club. MJFC plans to move to Level 3, which requires us to write and put in place an alcohol management policy in the club. The design of this policy will result in a greater level of alcohol management within our social functions where our children are also present. It is being pursued in the hope it will result in many more of our families being attracted to our social events and activities around the club. It will not result in the total removal of alcohol from the club, however the desired level of alcohol management should reflect the broader view of the club’s family base and not just those of the Committee. As such you are requested to complete a short questionnaire to assist the Committee in drafting the alcohol management policy.
